A new independent casino regulator will be created in NSW, a legacy of the state's long-running inquiry into Crown Resorts' Sydney casino.
The state government will accept all 19 recommendations made by inquiry commissioner Patricia Bergin in February, Minister for Digital and Customer Service Victor Dominello said on Wednesday.
That means the new regulator will have the powers of a standing Royal Commission.
It will be funded by a casino supervisory levy.
Ms Bergin recommended a new law be introduced to force casinos to hire compliance auditors to report to the new regulator.
It will also take reports of suspicious transactions.
But the government has only partly accepted a recommendation to prohibit casino operators from dealing with junket operators.
Instead of introducing a new law, the government will leave it to the new casino regulator to design and implement a new licensing regime for junkets.
Mr Dominello said the government's response to the Bergin inquiry would mean a redesigned regulatory structure with a clearer focus on preventing money laundering.
"It is critical the management and operation of casinos in NSW are free from criminal influence and exploitation," Mr Dominello said.
"Committing to implement the 19 recommendations from Justice Bergin's report is an important first step in the process of reforming the casino sector."
The state government is closely watching probes into Crown Resorts in Victoria and WA, and will consider any recommendations that result.
The high-roller casino at Crown Sydney remains closed eight months after the building's restaurants and hotel opened without it.
The Independent Liquor and Gaming Authority is still assessing whether it is suitable to hold a gaming licence, following Ms Bergin's damning findings about money laundering and organised crime at Crown casinos.
An ILGA spokesperson told AAP last month the regulator was monitoring the findings coming out of the Victorian Inquiry into Crown Melbourne but could not comment on specific revelations.
ILGA chair Philip Crawford has said Crown is likely to be found suitable to open by October.
